clunkers

I'd like someone to interview someone, who has turned in a "clunker" for a BMW, where did that "clunker" come from, I'm sure he has not been driving the thing for 15 years, he went to his local junk yard and got it for $100.00,then he sold it to me for $4,500.00, nice. He probably did the same thing for 10 members of his family, now it's cost me $45,000.00. Tell me this couldn't happen...
